As US States are reopening, which State/States do you think will recover the fastest and remarkably?

The two parts of your question are contradictory. The states that reopen the most quickly are likely to have the slowest recovery rates.
 
The last ones to open have the greatest debt. Maybe these states will be bailed out? Wouldn’t that be remarkable? Certainly Gov. Cuomo is basically pleading for financial help in his own complaining sort of way…every day.

I sense that President Trump is rooting for all States to regain gusto. He is like a mother hen and all 50 eggs matter to him.

Well, since New York puts more into the economy than Mitch McConnell’s state takes out, perhaps its time for a little reciprocity.

However, I assumed you meant health recovery, not the economy.

Sorry for communicating poorly. Yes, I mean economic recovery.
Economic recovery means life for the living… even in the midst of dying and death.

Yes, Cuomo has certainly spelled out the problem after Mitch McConnell’s poor judgement.

That sounds like two worlds: health or money, choose one.

We live in one world. I am one person. Where is the integrated approach, health and prosperity?
 
To answer the question you posed in the title…

Economic recovery will come faster to those individuals or states which were frugal and saved some money for an emergency. Recovery will come slower to those who were living beyond their means or on borrowed money. Which states have more of a culture of frugality?

That sounds like an accusation.

Just like Cuomo…my Italian parents had simple wisdom to impart.
My father would say something like this in Italian when someone died and people were mourning.
Paraphrased…Some laugh and some cry.
He wasn’t being cruel. He was simply saying that life and death is always in the balance. You can’t have one without the other.
No one can ‘choose one’.

New York has had a very poor response to the covid-19.

I would say Texas or Florida will be quick to recover.
