I wonder if any ecclesiastical universities give white ones for certain degrees…

According to Wikipedia, the Pontifical University of St. Thomas Aquinas does give white doctoral (four-peaked) birettas, to match the white Dominican habit.

I presume the white Norbertine biretta would be three-peaked as usual for religious order birettas.
 
In tropical climates isn’t it possible for all the clergy to switch from black to white? I feel like I remember one of Pope Francis’ pilgrimages when all the priest, bishops, and cardinals with him were in white.

Not really here in the Philippines the cardinals and bishops wear .red and violet coloured ones and priests rarely wear a birrette
