Who can be an apologist?

Who decides who can be an apologist or an “expert” on questions or teaching regarding the Church?

Many folks are traveling the world as apologists or experts. Some give opinions as opposed definite Church teaching.

Often advice is given without knowing the full situation or background to questions asked.

Do apologists and experts have the Mandatum of the Church to teach, give advice and decide on pastoral or sacramental questions?
