Who is Privileged to Wear the Klobuk?

I know that Eastern Catholic bishops and monastics are allowed to wear the klobuk, but I am wonderring if this extends to bi-ritual priests. I recently met a bi-ritual Augustinan who wears the klobuk. Augustinians are technically mendicants and not monastics, so is this allowed? And would bi-ritual Roman priests who belong to a third order also be allowed to wear the klobuk?

If the Eastern bishop allows it or awards it, the priest is free to wear the article. Some vestmental articles are required to be worn when celebrating Eucharist, even though it’s a “privilege”, once received, it should be worn.

Con-celebrating priests wear the vestments of their own rite (CIC 846.2, CCEO 701). The celebrant that has received an ***indult ***of adaptation wears the vestments and insignia of the liturgical rite being officiated.
 
The Venerable Fulton J Sheen was bi-ritual. I remember Him in Eastern vestments, but can’t find the photograph. I do not recall if he wore the Klobuk.
