I’ve seen Popes holding a variety of Bibles. Do you have one in mind? I imagine that whatever personal Bible a Pope may have is likely a gift or a sentimental possession and would likely be specially bound by a bookbinder.
Yes, as @Margaret_Ann wrote, that is a liturgical book. Like other liturgical items, the Evangelion (at least, the exterior cover) is made by local artisans, such as goldsmiths, gem setters, painters (for the miniatures) and such.
The makers of liturgical books manufacture even the common ones to a high level of quality. Most reputable church supply companies are willing to commission a book cover for the Evangelion like you see in the photo, or a Lectionary. These are, of course, extremely expensive capital investments.
