Who may pray the "Apostolic Pardon"?

In the book: “Pastoral Care of the Sick”, there is a prayer on page 170 called the “Apostolic Pardon”
Instructions in RED:
The priest may add the apostolic pardon for the dying.

The prayer in black:
Through the holy mysteries of our redemption, may almighty God release you from all punishments in this life and in the life to come.
May he open to you the gates of paradise and welcome you to everlasting joy. Amen.

Here is the reason I ask. I volunteer one evening a week at a Catholic Hospice, I am in the Spiritual Care department. I bring Holy Communion to the Catholic patients and I pray with any patient who wants prayer. I am frequently praying with patients that are days and even hours away from death. My manager asked me if the people in the Spiritual Care department could pray the Apostolic Pardon for patients.

So is this prayer reserved for the priest/bishop, or can anyone pray it? Thank you for your help.

The Apostolic Pardon/Blessing only mentions being prayed by a priest.

However if a priest is unavailable the dying person can still attain the attached indulgence:
But if a priest cannot be present, holy mother Church lovingly grants such persons who are rightly disposed a plenary indulgence to be obtained in articulo mortis, at the approach of death, provided they regularly prayed in some way during their lifetime. The use of a crucifix or a cross is recommended in obtaining this plenary indulgence. In such a situation the three usual conditions required in order to gain a plenary indulgence are substituted for by the condition ‘provided they regularly prayed in some way.’
