Who needs Purgatory?

As a catholic I understand that where we go is determined by the state of our soul at our time of death. However who goes to Purgatory is not clear to me. My understanding from watching discussions on EWTN and Father Corapi talks is that if a person does NOT commit a sin between baptism or confession and their death (ie they are not in a state of mortal sin at death) then they go straight to heaven but at time of death if a person is in a state of mortal sin they go straight to hell.
Who then goes to Purgatory? Is it people who only have venial sins at time of death?
 
The Catechism of the Catholic Church (CCC) teaches, “All who die in God’s grace and friendship, but still imperfectly purified, are indeed assured of their eternal salvation; but after death they undergo purification, so as to achieve the holiness necessary to enter the joy of heaven” (CCC 1030). This “purification” is what the Church calls purgatory.

Those who die “still imperfectly purified” are people with un-forgiven venial (not mortal) sins and/or un-remitted temporal punishment due to sins already forgiven.
