Why can a priest deny Baptism to the child of non-Catholics?

I was told that a non married/non practicing catholic was originally denied baptism to her child by the priest, because of the parents lifestyle. The person that said this is also, a non practicing catholic, and denounced it as being uncharitable. Although I think I understand why, I figured I’d ask before I gave out a faulty explanation.
