Why can't priests marry?

Today is the feast of St. Gregory of Nyssa and an article mentioned that he was married. When did celibacy become the norm and why hasn’t it been rescinded? If I’m not mistaken, Anglican (Episcopal) and Lutheran clergy who convert are allowed to remain married.
