WHY did the age you could marry change in 1917

Hi everyone, please could someone help with an issue I’ve been challenged on by a friend…Why did the age at which you could marry change from 14yrs old (male) and 12yrs old (female) to 16yrs old (male) and 14yrs old (female) in the 1917 Canon Law?

I can’t find any info on WHY the age restriction changed, just that it did.

Who decided on this change?

Does this affect the belief the Church cannot teach error?

Some Codes of Canon Law are part of the Catholic Tradition (unchanging) which is teaching revealed through Jesus Christ in Scripture and the Sacred Traditions of the Catholic Church, and some are part of tradition (custom) which can be adapted to the culture. This being said - there are traditions that are found within Sacred Tradition. The Holy Eucharist is a Sacred Tradition of our faith (unchanging) however within the Holy Mass there are traditions (customs) for example the Sign of Peace or the posture for receiving Holy Communion.

It’s not an infallible teaching thus it can be changed.
 
This is a rule that is not set in stone. It used to be that people got married very young. More recently, that no longer makes sense. So the CC changed it’s guidelines to reflect that.
