Why do Catholics have statutes when the Bible says it is wrong?

Hello,
My husband and I are both Catholics. My in-laws converted to born-again christians. One of my sister in law is married to a christian pastor and she likes to make comments on the catholic belief that I do not know how to answer. One of the comments is the statutes. Why do Catholics have statute when the bible says it is wrong?
