Why does God take the young?

We recently lost my brother. He was 19 years old and drowned in the sea. He was such a good person, so very kind, he had a strong faith, big plans for his life and was loved by so many.
I just can’t make sense of this. Why? Why has God let this happen? Why has God done this to my family?
