Why doesn't God heal amputees?

With war seeming to rage somewhere in every time period, why is there no example of God healing an amputee? Or for that matter, what about a child born with no arms? We hear of the power of prayer healing cancer and other afflictions, but why not the amputees?
 
How can you be certain that God has never done so? After all, Jesus healed a man with a withered arm (Mark 3:1-6). This is not quite the same kind of cure as that of an amputee, but it is similar and establishes that it is possible that God could do so.

If it is true that God has not healed an amputee, and that has not been proven, it may be that the regeneration of a missing limb is a miracle of the sort that could overpower the free will of witnesses to choose to believe. Because our free will is important to God, he does not ordinarily choose to do those interventions that would compromise it.
