Why don't bishops excommunicate public figures who don't follow Church teaching?

Why don’t our bishops automatically excommunicate our Catholic public officials who publicly endorse teachings contrary to the Church, such as abortion and same sex marriage? Are they not morally wrong in remaining silent?
