Why hasn't/doesn't the Eastern orthodox Church appoint a new bishop of Rome?

Because the Pope is still seen as the Bishop of Rome by Orthodox, he has just fell into schism and heresy according to the Orthodox.
 
There are two answers there. One is that we held and hold out hope for reconciliation. But also there is the political element. If you take the hardline, the See of Rome has been vacant since 1054. After Chalcedon, When Pope Dioscorus of Alexandria was deposed a new Patriarch was chosen (which was very divisive). This is why there are two claimants to that See. The Coptic Pope is the successor of Dioscorus. The Eastern Orthodox Pope of Alexandria is the Canonical Patriarch.

Political realities prevented a similar replacement to be chosen for Rome on top of the hope for reconciliation.
