Why hasn't Mother Teresa been added to the General Roman Calendar?

I was really surprised with the world recognition she has that she wasn’t put on the calendar right way like Pope John Paul Il. I’ve heard of some countries council of bishops petitioning it but I am somewhat amazed she wasn’t put on it right to begin with . I am aware not every saint gets a feast day on the calendar but she seems to have been someone universally known who would merit it.
