Why were Franciscan habits banned in Ireland?

In a recent Catholic Under the Hood podcast, it is mentioned that a priest who died in 1856 was buried in the Franciscan habit, which he had never before worn. This was reportedly because the Franciscan habit was banned in Ireland.

Seems rather strange to me - why was this?
 
At the time, Ireland was under English rule. There were a number of laws prohibiting the practice of Catholicism. If he had worn the habit publicly, he would likely have been executed swiftly. By not wearing the habit before his death, he could perform his priestly calling in secret.
