St. John tells us in Revelation 21:1 Then I saw a new heaven and a new earth; for the first heaven and the first earth had passed away, and the sea was no more.
He goes on to describe the New Jerusalem.
Haydock Catholic Bible Commentary cites for verse one:
New, by their form and qualities, but not by their substance. — The first heaven and first earth was passed away: being changed, not as to their substance, but in their qualities. (Challoner)
So, yes. Earth will be heavenly with the New Jerusalem being it’s new capital.
