Your question is impossible to answer because you have made a mistake in your assumption. There were ordained deaconesses in the past – they were not just blessed but actually were ordained. However, everything we can find about them says they had no role in the Holy Place/Sanctuary and were not “female deacons.” That is, their role was different from that of a male deacon.
There is no indication that the Church would consider the creation of a “female deacon” with functions identical to that of a male deacon simply because 2,000 years of tradition say there is no precedent for it. Even the Orthodox who do have deaconesses have them only in what we would call convents where there are no men to assist at the Liturgy. Even there their role is quite limited and very specific.
So, to answer the question I think you were asking, no, the Catholic Church will never ordain a female deacon.
