For this they willingly are ignorant of, that by the word of God the heavens were of old, and the earth standing out of the water and in the water:

In context

2 Peter 3:3 Knowing this first: that scoffers will come in the last days, walking according to their own lusts,
2 Peter 3:4 and saying, “Where is the promise of His coming? For since the fathers fell asleep, all things continue as they were from the beginning of creation.”
2 Peter 3:5 For this they willfully forget: that by the word of God the heavens were of old, and the earth standing out of water and in the water,
2 Peter 3:6 by which the world that then existed perished, being flooded with water. *(Gen 7:11)
2 Peter 3:7 But the heavens and the earth which now exist are kept in store by the same word, reserved for fire until the day of judgment and perdition of ungodly men.
2 Peter 3:8 But, beloved, be not ignorant of this one thing, that one day is with the Lord as a thousand years, and a thousand years as one day.

this is speaking of the last day. the day of judgment.

we are given as an example the day of Noah, and the flood which destroyed the world.
for in the days of Noe they were eating and drinking and given away in marriage and all sorts of fornications, they willingly denied the preaching of Noah. Who had been told that he had seven days to get into the ark. That is, seven days to get into the safety of Christ, our covering during the storm.

The next verse is teaching that in the latter days, the earth will again be destroyed by fire.

the next verse is teaching, beloved, be not ignorant of this one thing, that a day is as a thousand years, and a thousand years is as a day.

This is very important language, God is specifically telling us "BELOVED (that is the true believer, the beloved) BE NOT IGNORANT OF THIS ONE THING, a day is as a thousand years and a thousand years as a day.

When God repeats Himself, this is means the thing is established and will shortly come to pass.

Gen 41:32 And the dream was repeated to Pharaoh twice because the thing is established by God, and God will shortly bring it to pass.

So the context of your verse, is fitted nicely into the two modes of the destruction of the earth.

the first by water, that was in Noahs day

The second by fire, (THIS THEY WILLINGLY FORGET) God created existence, and destroyed it once already, (THIS THEY WILLINGLY FORGET) that God will destroy the world again by fire.

And beloved, be not ignorant of this fact, a day is as a thousand years, a thousand years as a day.

it is repeated, which means it is established. This teaching is teaching the end of the world.

We know that God gave Noah seven days to get into the safety of the ark, in other words, God is saying,

you have seven thousand years.

Seven days (a day is as a thousand years)

Seven days = seven thousand years.

This is teaching, Beloved (that is the true believer who listens to the bible as their ultimate authority) you have seven thousand years to get into the saftey of Christ.

So then the next step is to define when exactly the flood of Noahs time was,

[Gen 7:4] "For after **seven more days I will cause it to rain on the earth **forty days and forty nights, and I will destroy from the face of the earth all living things that I have made."

[Gen 7:10] And it came to pass after seven days that the waters of the flood were on the earth.

[Gen 7:11] In the six hundredth year of Noah’s life, **in the second month, the seventeenth day of the month, on that day all the fountains of the great deep were broken up, and the windows of heaven were opened **on May 21.

We can be assured that the second month in the old jewish feasts calandar is May, and the seventeenth day was the 21st when we accurately compare to our own calender.

Ver. 5. For this they are wilfully ignorant of. The ignorance of these unbelievers is wilful and inexcusable, when they question the existence of a Supreme Being, of a future state, wherein God will reward the good and punish the wicked; when they laugh at all the miracles, and all the extraordinary effects of God’s power and justice, such as was the general flood or deluge, by which God destroyed the wicked by an inundation of waters. And as our blessed Saviour said of those, who would not believe in the days of Noe[Noah], “They were eating and drinking, marrying, and giving in marriage,…and they knew not till the flood came, and took them all away: so shall also the coming of the Son of man be.” (Mattew xxiv. 38. 39.) Sounds like Pope Peter is speaking of those who know that the universe must have been created, but deny that there is a God who did the creating. St. Paul writes of the same in Romans, chapters 1 - 3. For example:

The wrath of God is being revealed from heaven against all the godlessness and wickedness of men who suppress the truth by their wickedness, since what may be known about God is plain to them, because God has made it plain to them. For since the creation of the world God’s invisible qualities—his eternal power and divine nature—have been clearly seen, being understood from what has been made, so that men are without excuse.

For although they knew God, they neither glorified him as God nor gave thanks to him, but their thinking became futile and their foolish hearts were darkened. Although they claimed to be wise, they became fools … .
