I don’t see the topic of excommunication in the current CCC, however the catechism of trent defined an excommunicant as being outside of the Church. Luther was considered outside the Church (i.e. body of Christ) and damned at the time of his Death. Excommunication is still grave sin, though today we tend not to make as many judgments about the disposition of the soul (rightly so). However, you are not correct. It is exactly our baptism (and profession of faith & confirmation for a convert) that makes us Catholic.
Martin Luther was a Catholic until the day he died, and actually into eternity. He was an excommunicated Catholic, one in objectively grave sin. But, a Catholic nonetheless.
So I guess the point is debateable, but I would suggest perhaps it’s a little outside the scope of this thread to be declaring (as a layman) anyone an excommunicant.
