Can lay men wear a zuchetto? I know the Pope, Cardinals, and Bishops wear them and they have specific colors. I have also seen a Priest or two wear them. But what about a lay man? Would it be much the same as a lay woman wearing a veil? What about during Mass?

No. It is clerical garb.

No. A chapel veil is not clerical dress, a zuchetto is. This would fall under the Church’s prohibition on confusing the roles of the ordained and the laity. It would be like deciding to wear a Roman Collar or to vest fully for Mass. Besides, men are to be bareheaded in Church as a sign of humility, just as women (traditionally) covered their heads for the same reason.
 
I don’t see anything wrong with wearing a skullcap in general, but I don’t see why you’d do it.
