Paul did baptize people but his remark was made in order to end disputes about the unimportance of “who” baptized “whom.” What mattered was that persons did need to be baptized in order to wash away their sins.
Acts 22:16 “And now why are you waiting? Arise and be baptized, and wash away your sins, calling on the name of the Lord.”
