I have only heard this as a reference to burning in passion. But I suppose that Paul may think that burning in passion might lead someone to hell if they openly and willingly give in. Just a few verses earlier reads:
1 Corinthians 7:5 (to those already married) Do not deprive each other, except perhaps by mutual consent for a time, to be free for prayer, but then return to one another, so that Satan may not tempt you through your lack of self-control.See, it says to avoid too much burning in passion to avoid Satan…so in a sense it can refer to both!

Here is more context from the Douay Rheims:
6 But I speak this by indulgence, not by commandment. 7 For I would that all men were even as myself: but every one hath his proper gift from God; one after this manner, and another after that. 8 But I say to the unmarried, and to the widows: It is good for them if they so continue, even as I. 9 But if they do not contain themselves, let them marry. For it is better to marry than to be burnt.
In other words, marriage is good, being single for the service of the Church is better but if you can’t handle the discipline of celibacy because you are “aflame with passion” (for a woman) then St. Paul is not recommending celibacy for such men.
Verse 8 is the “proof text” verse for womens religious orders.
