What does the Apostle Paul mean?
In which sense and how will the saints judge the world?

At the final judgement all who are saved by God at their own particular judgement (Saints in Paul’s text) will share with God in judging or condeming all who are damned by God at their own particular judgement (the world in Paul’s text.) The next verse indicates that the saved will also share with God in judging the fallen angels at the general judgement. At that time everyone will be exposed and everyone will know who is saved and who is damned.
