“Nations” is ambiguous. I do not know if the official report is more specific. In some nations, for example, the government itself is involved with the suppression of religious expression and the persecution of religious adherents. In other nations, the government does not take a leading role in the suppression and persecution, but does little when non-governmental entities and individual persons take part in the condemnation, persecution, and suppression of religious expression. In this latter sense, the United States and Canada are deteriorating.

The latter results from the unique paradox of wedding social conservatism and economic libertarianism. It promotes policies such as Indiana’s, and the opponents of such policies a particularly potent form of resistance (boycotts, social media agitation), all free from governmental intervention.
