Is the 1962 little office, baronius or angelus edition, approved in English, or just the latin? Is it fully liturgical if said in english? Also is it indulgenced?

No expert on the subject but a couple of educated guesses while you wait others to come along.

I would imagine a Little Office, aimed at the laity, would be in the vernacular.

Only the Divine Office itself is, I believe, liturgical. Praying the Little Office is, as I understand it, a devotion.

I do not know whether there is an indulgence attached.

The Little Office of the Blessed Virgin Mary is not liturgical. It’s a private devotion.

If the book you’re using has the Church approvals (Nihil obstat + imprimatur), you can consider it an “approved” version of the Little Office, regardless of what language it is in.

The current Manual of Indulgences grants a partial indulgence to those who “piously recite” the Little Office, under Section 22.3 of the Manual.
Note that “recite”, for purposes of the Manual, means you must say the Little Office out loud, not just silent reading or mental prayer.

And also for the deaf or mute, in other ways, per Norm 26:
N26 Both the deaf and the mute can gain indulgences attached to public prayers if, together with the other faithful praying in the same place, they devoutly raise their mind and affections to God; regarding private prayers it is sufficient for them to recite the prayers mentally or express them with signs, or simply to read them without pronouncing the words.
 
RIght, the deaf and mute get an exception.
The rest of us have to have at least “some movement of the mouth” (presumably that’s for when you are in church and trying to recite really softly so as not to disturb others, or when your baby is asleep, etc.)

I have the Baronius Press one (get that, it has markers, which is helpful for when the Office changes up in Advent and Christmas Season) and it’s a side-by-side of the Douay-Rheims English translation and the Latin Vulgate.

I don’t know what the means… can people fulfill their obligations to pray it in English? I’m not sure. Last I heard Pope St. Paul VI allowed communities to continue praying the LOotBVM to fulfill their obligations but it nearly fell out of use since it was encouraged for them to just totally swap to the Liturgy of the Hours
Also is it indulgenced?
There are some indulgences listed at the end of the Baronius Press one.

It’s a liturgical devotion.
It is not considered an official “liturgy” from the Church’s point of view. The Little Office is not used so much any more because the Church encourages laypeople to join in the actual liturgy of the Church which is the Liturgy of the Hours. The Little Office is an optional Marian devotion that people can do if they want to, but not being a “liturgy” it isn’t subject to rules like the LOTH.

I would recommend that one rely upon the current Manual of Indulgences and not on other sources, which may be out of date.

People don’t have “obligations” to say the Little Office any more afaik. As you noted, in the obligatory sense it has been essentially replaced by the Liturgy of the Hours, which is the official prayer of the Church. Even if there was some religious community out there that still had an obligation, then the obligation would be only for the members of the community and the rules would be set by the community, it would not apply to a random layperson wishing to say the prayer.
