2 Corinthians 13:8 - CHURCH INFALLIBILITY?

Is Paul implying in 2 Corinthians 13:8 that whatever the Church binds on the faithful is true?
 
I’d guess so - of course there are several Gospel passages that do as well (most notably ‘what you bind on earth will be bound in heaven’ and ‘who hears you hears me’).

But the rub is the Church has to intend to bind. Not all pronouncements are intended to be binding, or not in all places or on all people for all time. And because Peter is more specifically the rock, certainly any other pronouncement has to be in sync with what the Pope says, and not contradictory to it, to be binding. That’s why it’s more commonly expressed as Papal Infallibility rather than whole-church.
 
Seems like a bit of a stretch to me…other verses are stronger.

“Church Infallibility” in the sense I’m discussing here means: The Church Magisterium, those bishops with apostolic succession, when speaking as the mouthpiece of the Church, can not proclaim falsehood as truth.

2 Corinthians 13:8 says: “For we [apostles] cannot do anything against the truth, but only for the truth.”

In essence, the apostles, when speaking for the Church, can not do anything against the truth (can not be in error), and hence they are infallible, and thus the Church is infallible.

Make sense?
