I know that deacons can bless sacramentals as permitted. But: Can a deacon, using the prescribed formula, install someone in the Brown Scapular? Also, can a deacon perform the special blessing for the St. Benedict medal?

Yup. An individual may be enrolled by a priest or deacon according to the Rite for the Blessing of and Enrollment in the Scapular of the Blessed Virgin Mary of Mount Carmel, approved by the Holy See in 1996 (Source).
Also, can a deacon perform the special blessing for the St. Benedict medal?
Yup.Medals of Saint Benedict are sacramentals that may be blessed legitimately by any priest or deacon – not necessarily a Benedictine (Instr., 26 Sept. 1964; Can. 1168) (Source).
