Technically speaking, all priests are a deacon before they become a priest (even Pope Francis was a transitional deacon at one time). It is called a transitional deacon though and part of the pathway to become a priest.This is incorrect as the diaconate is seen as separate vocation and not a stepping stone to the priesthood.
You are correct though that the permanent deacon is a separate vocation from the priesthood.
