3 Day Novena to Out Lady of Mount Carmel?

Hello,

Apparently there is 3 Day Novena to Our Lady of Mount Carmel.
My questions are:

1. Why is it only 3 days long? I thought novenas are 9 days long.
2. Is the novena only be prayed 3 days before the feast day of Our Lady of Mount Carmel? or can I pray it during any 3 consecutive days?
