At one of the parishes near me, it appeared that they had not fully implemented the new translation. I asked the pastor about it and he said he was using the 4th Eucharistic Prayer for Children, which has not yet been re-translated, and is permissible. Is this correct?

That’s strange – there are only three Eucharistic Prayers for Children. Anyway, yes, they have not been retranslated (yet), and yes, it is still permitted to use them. Of course, they ought only to be used at Masses with a majority of preadolescent children, not at regular parish Masses.

That is very interesting. This pastor is bending the rules just a little by using it for Sunday Mass. A lot of families, teens & children, but not predominately children. They do use the new translation settings for the Holy, Holy, Holy and the Memorial Acclamation.

Well, I suppose it is not beyond reason to designate one weekend Mass in advance as the “children’s Mass,” and celebrate it that way even though more adults might happen to show up. But if a priest just decides one day to use the children’s EP at your typical 11 AM Mass just because he doesn’t like the revised EPs, that’s out of line.
