Pope John Paul ll strongly considered declaring the Fifth Marian Dogma, but he was persuaded otherwise by former Joseph Cardinal Ratzinger. Much further clarification is needed before this dogma is established. Ecumenism has much to do with its delay. Considering all the question marks on top of that, it could very well be that this dogma will be promulgated by the next Ecumenical Council instead of by a Pope in an Apostolic Constitution in like manner of the third and fourth Marian dogmas.
