Diocesan priests don’t take a vow of poverty.
However, if any priest takes money from parish money, he is an embezzler, according to the law and the Church.
I think this is an incredible story.

Anyone is capable of anything.
He obviously got the money doing something wrong. It doesn’t seem like he inherited it. I hope the rightful owners get the money back.

Here is a more detailed article on this priest. He is a builder and was tasked with large building projects for his diocese by a former bishop who I presume is now deceased. Sounds like he was sort of commingling the funds for his church building project and his private building project. Also sounds like the past bishop wasn’t concerned with his activities but the current one is.
