6th and 9th commandments

Why do we need both the 6th and the 9th commandments…don’t they encompass the same sin? If coveting thy neighbor’s wife is lust in the heart, which is adultery, why both commandments?
 
The sixth and seventh commandments deal with disordered acts. The ninth and tenth deal with disordered desires.

They are related, but different sins.
