Because the Bishops finally owned up to the fact that they needed to stop the confusion that had been sewn in their flocks.

No Bishops’ statement can trump universal Church teaching.

Not when they contradict the magesterim.

Also a Bishops’ conference has no authority in matters of faith and morals. A conference can act authoritatively on matters of liturgy or discipline but only to the extent that the Church allows. Even then, its decisions must be ratified by the Vatican. An individual Bishop has authority and teaching responsibilty for his own diocese but can’t contradict Church teaching or canon law when exercising that authority.
