A New Commentary?

Hello. I have a quick question for you guys. What would be required to compile a new Bible commentary using quotes from other sources, such as the Catena Aurea of St. Thomas, biblical commentaries from Church Fathers, Doctors and saints, etc., and apply them to a preexisting translation such as the Douay-Rheims or Knox versions? I know it could not be published in paper by an independent individual like myself, but could it be given online for free or even as an ebook? I claim no authority or skill myself, nor would I be making any new commentary or translation of my own; it would purely by a compilation. My only purpose is to have a Bible commentary using traditional Catholic authorities and one of the older Catholic translations.

Are you thinking of the NT or the whole Bible? For the NT alone, there are Catholic book by book commentaries, such as these two, both highly recommended: the slightly older Sacra Pagina and the more recent Catholic Commentary on Sacred Scripture. The Sacra Pagina series, in 18 volumes, adds up to over 7,000 pages. The CCSS is shorter, but even so it still runs to over 5,000 pages.

Both testaments, and preferably a single volume, akin to the Didache or Orthodox versions.
 
Just use sources in the Public Domain and you should be ok. Otherwise, you might run into copyright violation issues, if you don’t get the proper copyright permissions beforehand.

Do you (or anyone else) know if modernizing the language in the Douay would constitute a new translation?

The Douay Rheims has been in the public domain (no copyright) for a long time, so a modernised translation should be fine.
