It is normal for people, and especially girls to “hedge their bets”. So if she is hinting that she likes you, but the hinting is inconsistent, that is normal behavior.

I went out with my wife after my mother and some ladies at a beauty parlor had tried to set up a date with her and one of my school mates. My friend never had the nerve / desire to call her.
So several months later when I was looking to date someone, I asked for the number and called.
If you don’t see potential with the girl, it is wrong to lead her on.
However, if you do, then there is only one way to find out and that is to ask her out. I would not worry in the least about messing up a friendship. Girls like attention, and if she turns you down, as long as your not the brooding type, she might be flattered that you wanted to date her.
Wanting to impress / meet the right girl can also be a powerful motivator for you to succeed when you go off to school.
