A question for Eastern Orthodox christians

Glory to Jesus Christ

If the need arose for a new Ecumenical council, who has the rights to call it? In the past the Emperor called forth the Seven Councils. Today there are no Orthodox monarchies(in power) so that leaves the question of who would call a new council. Would His All Holiness the Ecumenical Patriarch call it or would the Patriarch of Moscow call it? Would it require the naming of a new Emperor to bring about a new Ecumenical Council. Just looking for views on the issue. I am not trying to “troll” or anything. Just sincerely wondering.

I am not an Orthodox Christian, but I would think that it would be the prerogative of the Ecumenical Patriarch. But, who knows, all the patriarchs are equal, so maybe any patriarch can do it. :confused:
