Ablutions of the chalice

Not only is it okay, it is appropriate, per the GIRM
  1. When the distribution of Communion is completed, the deacon returns to the altar with the priest and collects the fragments, if any remain, and then carries the chalice and other sacred vessels to the credence table, where he purifies them and arranges them in the usual way while the priest returns to the chair. It is also permissible to leave the vessels that need to be purified, suitably covered, at the credence table on a corporal and to purify them immediately after Mass following the dismissal of the people.

Under the standards currently in the GIRM, Deacons may, and should, purify the vessels. An insituted Acolyte (who is usually a candidate for the deaconate) is the only layman permitted under current rules.

The Indult allowing EMHC’s to do so ran out and was not renewed.
 
Many parishes are still allowing lay persons to purify. I understand the Bishops have not yet issued the official instruction because it would be very difficult in larger parishes with few priests and no deacon or acolyte.

My parish still has lay persons purifying all the chalices, including the priest’s.

Yes, I do know that the indult was not renewed, but I understand that there has still been no official instruction on changing the procedure in the US, since it will be difficult for the priest to purify all the chalices.

I really do not understand this since the lay people do consume any remaining Precious Blood.

In such a case, the Precious Blood should not be administered, if a cleric is unable to purify it (not that it is too difficult for one priest to do).
