Can a Catholic underline the wrong aspects of someone even if he doesn’t express an heavy judgment on him? For ex., when he is speaking about the government, could he speak about the incompetence of a politician if it is a true trait of him and not something just to shame?

There’s a difference between judging someone’s actions and judging the person themselves. Of course you can say “This politician is incompetent, and here’s why I say that . . .” That’s not judging his/her heart or soul.
