Just wondering, is it valid if a Priest says “I absolve you from your sins in the name of the Father and of the Son and of the Holy Spirit.” in Confession?

No, if he just says those words. Like he doesnt say “God the Father of Mercies through the Death and Resurrection of his only Son…” He just says I absolve you.

That would be a valid absolution, but it would be an illicit celebration of the Sacrament. In extreme circumstances (like danger of death for example) it would be licit.
