Can a priest decide to celebrate mass ad orientem with the normal liturgy, or is that reserved for Tridentine Mass only?

The Ordinary Form of the Mass can be celebrated ad orientem. Our local bishop celebrates his Ordinary Form Masses ad orientem during Advent.
 
Actually, ad orientem is presumed and normative for the Ordinary Form.

I’ve seen it as the norm in a place where the altar configuration doesn’t allow any other option.

Congregation for Divine Worship and Discipline of the Sacraments, Notitae 29 (1993) 249 has that one altar with ad orientem is preferred over having two altars with versus populum:
3. The arrangement of the altar “versus populum” is certainly something desirable in the current liturgical legislation. Nonetheless, it is not an absolute value over every other one …

It is more faithful to the liturgical sense in these cases to celebrate at the existing altar with the backs turned to the people [ad orientem] than to maintain two altars in the same sanctuary. The principle of the oneness of the altar is theologically more important than the practice to celebrate turned towards the people.

The priests from the Oblate Apostles of the Two Hearts does that in their Masses and in Latin as well. They did it last February during a youth congress.
 
Cardinal Robert Sarah expressed a desire that ad orentiem worship occurred started with Advent last year, and there has been some uptake on his request in parts of the world. But any priest can celebrate the Mass ad orientem.

I know exactly what you are trying to say. And I agree. But I don’t like the “in theory” phrase. It isn’t in theory it’s in actuality, but not in practice.
 
At one of my local churches there is a Solemn Latin Novus Ordo celebrated Ad Orientem, every Sunday. I think I actually slightly prefer this even to a High Mass in the Extraordinary Form.

Yes. I had my wedding mass celebrated in this way. Novus ordo with ad orientem for the Eucharistic prayer. I think it would be great to see this more in the future. I know many young priests in Ireland would like to see a gradual move back to ad orientem as the norm.

Hopefully Cardinal Robert Sarah will be the next pope and get that started. 😃
