Add or subtract to the commandments

In The Book of Deuteronomy, Chapter 4 Verse 2 states:
In your observance of the commandments of the Lord, your God, which I enjoin upon you, you shall not add to what I command you nor subtract from it.

Why would anyone want to add or subtract to the Ten Commandments?
