I would say yes, if there is a priest living there he should be the one to open and close Adoration unless he is infirm or otherwise unable to do so.our chapel opens at 2am by lay people

There is a liturgy of the Church called Benediction of the Blessed Sacrament. This is after adoration is over. Exposition (when adoration begins) is not as formalized, but I think priests are the only ones who can do that too.
