Nope. The Saturday Vigil (or Anticipatory) Mass must be after 4 (or 4:30) to count for Sunday obligation.

Check with your bishop’s conference for the time they consider a Saturday Mass to meet your Sunday obligation. In the US the Mass must start after 4pm on a Saturday to “count” for Sunday.

However, a 12:30PM start-time is way to early for it to count towards your Sunday obligation. That is too much of a stretch.

As I am on the border with Mexico, the MCCB might seem to conform with us on the start-time for the anticipated Sunday Mass; although, I think there’s might run as early as 4:30PM or 5PM. Now, the churcfh that is closest to the pedestrian internaitonal bridge (Mexican side) had their anticipated Sunday Mass scheduled for 7PM. But, since I’ve yet to get my birth certificate, I haven’t been able to cross over to check it. Thanks to Homeland Security, we now need a birth certificate just to walk across the bridge and go into Mexico. The birth certificate is needed when we return to American soil. 😦

Can. 1248 §1. A person who assists at a Mass celebrated anywhere in a Catholic rite either on the feast day itself or in the evening of the preceding day satisfies the obligation of participating in the Mass.
In the British Isles, the evening of the preceding day is considered to start at noon.

There is a good article which explains why 4pm has been used in North America, and how it is consistent with previous more explicit indults to celebrate anticipated masses before that was generally permitted. Unfortunately, it’s no longer available online.
