Is it sinful for one to lie about one’s age on a website so that he might have access to a game which is completely morally okay?

What do your parents think? 🙂

If your parents are okay with you having the game, then there is no issue. The age minimums are there to ensure that an adult is in charge of downloading the game to your computer.
 
You’re not talking about COPPA, are you? (You don’t have to answer that)

COPPA is one of the prime examples of using a sledgehammer to kill a fly. Complete overkill, especially in this day and age of internet ubiquity.
