What is this supposed to accomplish, exactly? Save people from being forced to preside over a marriage they don’t personally recognize as valid by eliminating the need to witness the consent? (What could *possibly *go wrong with that?)

The state has legitimate jurisdiction over marriage, even if they do not have 100% control over federal laws concerning marriage. It isn’t as if Alabama isn’t going to have divorce courts or is planning to abolish state laws having to do with marriage and family.
 
Does this mean they are also going to roll back the civil benefits (and penalties) of marriages?
