All Souls Day - multiple Masses

How many Masses may a priest offer on All Souls Day? I noticed this morning that there are three different Masses listed in the missalette (First Mass, Second Mass, and Third Mass). I remember as a kid back in the late 60s/early 70s that we had Mass scheduled every 25 minutes as the two priests each celebrated three Masses on All Souls Day.

Do all priests still have permission to celebrate three Masses today? Is that worldwide, or does it vary by Diocese?

And are laity allowed to receive Communion more than twice today?

Yes, all priests can celebrate three Masses today (see General Instruction of the Roman Missal, n. 204).

There is no change for the limitation on the reception of Holy Communion.

Yes, all priests, worldwide.

The intentions for the Masses have to be as follows:
A Mass for whatever intention the priest himself chooses
A Mass for the intentions of the Holy Father
A Mass for all the faithful departed

These can be done in any order.

Also, although 3 different Mass formulas are given in the Missal, the parts can be interchanged at the priest’s own discretion. That means he can choose the Collect from Mass #2 and the Offertory from Mass #1 (for example), or he could use Mass #2 three times. Just a bit of trivia: this is a change from the E.F. Missal which requires the Masses to be done in order.

The laity may attend as many Masses as they like today (of course), but there is no provision to receive Communion beyond the usual norm.
