Allowable liturgical dancing?

I have heard that in some cultures (i.e. in Africa), that in the Mass celebrated there, liturgical dancing, etc is allowed since that is part of their culture. My question is, when a parish in the U.S. has a special Mass to celebrate African culture, could liturgical dancing be allowed since the entire Mass is celebrated exactly as it would be in Africa or another culture?
 
If there were an actual community or group of Africans coming in to celebrate Mass the way they normally do, this would probably be allowable. If it were a bunch of run of the mill Americans (of any color) just wanting to have an interesting experience or create/revive a culture they had not actually been reared in, though, that would be a non-starter.

From my understanding, the priest, musicians, dancers, etc are aparantley really Africans, from Africa.

That’s correct. He recognizes that the Ethiopians, for instance, use stylized procession (as would the Zaire Use of the Roman Rite), but the impression Westerners have that all out dance is part of worship in other cultures is ill-informed.
